The competent person will need to consider:
- If it’s possible to avoid the work at height. For example, cleaning windows remotely using extension poles.
- If work at height is needed, what equipment can be used to reduce the risk? When considering what equipment should be used, the ‘hierarchy of control’ should always be considered. For example, using fall prevention equipment, such as working platforms with guardrails, must always be considered before the use of personal protective equipment.
- If there is a safe means of access to the place of work. If equipment is needed to access the work area, it should be clearly specified.
- If the employees carrying out the work are competent and capable to do it.
- If the equipment is safe to use and regularly inspected.
It is important to remember that under the Work at Height Regulations, the use of personal protective equipment, such as safety harnesses, is the lowest level of the control hierarchy and should only be used where it is not reasonably practicable to use fall prevention measures.
