If the work at height cannot be avoided completely, the second step of the hierarchy is to use an existing safe place that prevents people from falling, such as a flat roof with permanent guard rails.

WWhere it is not reasonably practicable to work from an existing safe place, collective equipment should be used to prevent people from falling. Collective equipment is that which will protect more than one person and does not require any action by those using it to ensure it will work.

This equipment will have working platforms with guardrails and toe-boards to ensure the user is kept in a safe place while working. Examples include:

  • Scaffolding and tower scaffolds.
  • Podium steps.
  • Mobile elevating work platforms (MEWPS).

If it is not possible to prevent falls using collective equipment, fall restraint PPE should be considered to prevent a fall. For example, using short lanyards when working on a flat roof with no permanent guardrails to stop employees reaching areas with a fall risk.
