working at heights
This step involves looking at each specific hazard of work at height and then identifying the people who may be harmed by them.

These people may be:

  • The personnel carrying out the work at height.
  • Customers in the workplace, for example, in a warehouse open to the public.
  • Visitors, such as site inspectors.
  • Members of the public who may be passing by, for example, people passing near work on scaffolding or ladders in public places.

In all cases, the control measures needed to protect those who may be at risk should be identified and written down in the risk assessment. This may include covers or walkways for passers-by, barriers, signs and lookouts at blind corners.
