Risk assessments should be carried out by someone who has sufficient training, skills, knowledge and experience in the work activities, associated risks and the possible controls.

The competent person who carries out the risk assessment should:

  • Understand HSE guidance and how to apply it to the work activities that they are assessing.
  • Understand the purpose of a risk assessment and know how to carry one out.
  • Know where to find the information needed to complete the risk assessment, including information on control measures.
  • Appreciate their own limitations and know when to seek help.

 

In all cases, the overall responsibility for the risk assessment remains with the employer, even if they nominate another competent person to carry it out.
